Communication fit for service: the German Armed Forces enter a new era

The fundamental restructuring of the German Armed Forces (Bundeswehr) lies at the heart of this turning point. It requires determination, transparency and straightforwardness, also in the digital sphere. IBM iX has revamped the Bundeswehr’s website to meet the new requirements. It is now up-to-date, informative and dialogue-oriented.

A strong foundation for digital communication

IBM iX has rethought the central information platform bundeswehr.de from the ground up: over 70 individual websites have been transferred to a scalable, sustainable digital ecosystem. The 2019 relaunch laid the foundation for a new form of communication that is more transparent, user-friendly and modern. Since then, the Bundeswehr’s website and app presence have become significantly more visible and interactive.

In agile collaboration with the German Defence Ministry’s IT services provider BWI GmbH, IBM iX has laid the technical and organisational basis for fast and accessible communication in the digital space. The focus was on citizen communication, supported by a comprehensive information offering aimed at both internal and external target groups. A new content strategy and intuitive navigation noticeably improved the user journey.

Tried and tested in everyday life, adapted to new requirements

The website and app have since become a reliable source of information for thousands of users who interact with the Bundeswehr on a daily basis. But as times change, so do information needs and habits. Therefore, IBM iX conducted a comprehensive content audit in 2023, supplemented by a trend and target group analysis to generate well-founded recommendations for content, tonality and user experience.

Rebrush 2024: visibility in a changing world

The Rebrush project was launched in spring 2024. The objective: to set new editorial priorities, further develop the tonality and adapt bundeswehr.de visually and functionally to the requirements of this new era, so that the platform would continue to live up to its claim of being a modern and reliable Bundeswehr medium.

Presenting the Bundeswehr in a transparent and comprehensible manner

The Bundeswehr’s public image is fundamental for trust in their work. The website relaunch created the opportunity to add and range in their own fact-based perspectives.

The platform offers its users well-structured and current content as well as diverse information possibilities, supporting the formation of informed opinions.

The 2024 redesign further sharpened this focus: the new website is all about clarity, focus and transparency, aiming to inform the public and partners about developments, background information and progress within the context of this turning point in history.

Present with more focus, lead more effectively, react more dynamically

Centred layout

The new look is more symmetrical, with more white space and a camouflage polygon design. Contents are centred and a hamburger menu creates space for more content.

Reduction to the essentials

The content structure is more compact, the revised modules are clearly separated and tidied up, individual topics get more attention and teaser space. Other contents can be accessed via the search function and the expandable hamburger menu.

Expansion of the editorial section

The focus on topicality and relevance is reminiscent of news sites. Coloured timestamps mark new content, a quick access bar offers topics, and breadcrumbs and headers ensure quick navigation.

The anchor of information in turbulent times: bundeswehr.de 2.0

With the redesigned website, the Bundeswehr’s digital information ecosystem gains a more focused, inviting and user-centric anchor point. It boosts transparency and helps to provide guidance in an increasingly complex world.

The portal’s technical base is the CoreMedia content management system. It is responsive, accessible and follows the principles of gender-neutral language.

Agile project approach with maximum transparency

The agile approach used during the relaunch, redesign and ongoing development fostered close collaboration with the client, allowing us to always react promptly to changing requirements.

Scrum & Kanban

In an agile project, the client knows at all times what is being developed or produced and what is coming up next. For this, the development team used Scrum and the content team used Kanban.

Sprints

In three-week sprints, features were designed and developed, bugs were fixed, concepts were written and content from copybooks was incorporated into the CMS.

Reviews

The team presented the results in reviews and asked the client for feedback.

Backlog Groomings

In backlog grooming sessions, the next user stories were defined in more detail and prioritised together with the client.

Daily stand-ups and peer reviews

In stand-ups and peer reviews, work statuses were shared, obstacles were cleared and possible solutions were discussed with all disciplines.

Retrospectives

In retrospectives, the team reflected on their collaboration and decided on measures for improvement.

User tests

Real users tested the prototypes and functional features, allowing the team to gain early insights into how to improve the usability and ensure that the solutions meet the needs of all target groups.

Its biggest advantage: users can filter news according to their individual interests. Push messages keep them up to date in real time. The app is designed to be intuitive and user-friendly for both members of the Bundeswehr and interested third parties. IBM iX conceptualised the visual and technical implementation as well as the app launch for iOS and Android.
